Amalia Rioja is a high impact strategic leader with more than 25 years of professional success in the law, government, business, and civic affairs. At Hoke LLC she provides legal and business strategy for clients with needs in government services, public‑private partnerships and community relations. She represents governmental entities and private parties in connection with government projects, including public‑private partnerships for social and economic infrastructure.
Amalia previously served as an attorney with Baker & McKenzie, Deputy Chief of Staff to Illinois Governor Pat Quinn, Public Access Counselor to Illinois Attorney General Lisa Madigan, and Deputy General Counsel to Illinois Comptroller Dan Hynes. During her tenure as Deputy Chief of Staff she oversaw and managed the portfolio of more than 20 state agencies, including the Department of Insurance, the Department of Financial and Professional Regulation and the Department of Revenue.
In addition to her practice at Hoke LLC, Amalia provides strategic consulting services at Rioja LLC. She currently serves as Chair of the Executive Ethics Commission of the State of Illinois by appointment of Illinois Comptroller Susana Mendoza. She also chairs the board of directors of the Healthy Communities Foundation, a $130 million fund focused on health equity and social justice, and sits on the board of directors of the Latino Policy Forum.
Oftentimes Amalia’s clients have the need for experienced litigation and trial counsel to handle insurance coverage and other commercial matters. By associating with Hoke LLC she draws upon its attorneys’ decades of experience representing corporate policyholders and other clients in all facets of litigation and overseeing insurance regulatory issues, while at the same time offering strategic counseling to help clients navigate legal, policy and community issues.
